The Legislative Assembly was dissolved by the Governor on Sunday, 23 January 2005, as a necessary precursor to the State Election announced for Saturday, 26 February 2005. As a consequence, all committees of the Legislative Assembly were terminated by this dissolution, and all inquiries ceased effective from the dissolution date. Outstanding committee inquiries may be continued when committees are re-established in the new Parliament following the election.

The Public Accounts Committee of the Western Australian Legislative Assembly was established in 1971. Over the subsequent 30 years, there have been a number of significant changes in both the public sector and in parliamentary processes, such as the establishment of discrete portfolio-based Standing Committees in 2001.

To ensure that it is well equipped to continue to scrutinise the expenditure and administration of public moneys, the Public Accounts Committee will review its role in light of these changes, taking into account various models operating in other parliaments, both within Australia and overseas.

Inquiry Terms of Reference

That the Public Accounts Committee examine, report and make recommendations on:

1. The scope of the powers, functions and role of the Public Accounts
Committee;
2. The source of powers of the Public Accounts Committtee; and
3. The appointment and composition of the Public Accounts Committee.
