Stop West Australian Shalom Group from Operating out of the Mercyville Site, Craigie 6025

To the President and Members of the Legislative Council of the Parliament of Western Australia in Parliament assembled. We the undersigned ...

are opposed to Shalom House operating a rehabilitation facility (drug or any other use) at the Mercyville site (254 Camberwarra Dr Craigie 6025). Its direct close proximity to the next-door primary school, Whitford Catholic PS, and the Nido Daycare jeopardises the safety of children who attend them. The seriousness of drug and other addictions and the inevitable side effects of detoxification, as well as the behavioural issues and the external risk factors that such a facility attracts means the children accessing these institutions are now exposed to unnecessary and undue risks. A rehabilitation facility should not be allowed to operate next door to a primary school and daycare. The location is inappropriate.
We therefore ask the House to help stop Shalom House from operating out of Mercyville, Craigie by:
Upholding the City of Joondalup's refusal of West Australian Shalom Group's occupancy permit application until all planning approval requirements are met.
Working with the State Government to expedite changing the local planning regulations to better define ‘community purpose’ in terms of drug/alcohol rehabilitation providers and making these changes retrospective.
Expediting the statutory review of the Private Hospitals and Health Services Act 1927.
Expediting the regulatory process/licensing scheme for Alcohol and Drug Treatment Services so that such services have to be regulated to continue operations.
Ensuring Shalom House follows due process and applies for planning permission under the State's Metropolitan Region Scheme (MRS).
