Parliamentary Questions

Question Without Notice No. 869 asked in the Legislative Council on 28 November 2017 by Hon Martin Aldridge

Parliament: 40 Session: 1

GERALDTON SOBERING UP CENTRE
      869. Hon MARTIN ALDRIDGE to the parliamentary secretary representing the Minister for Mental Health:
I refer to the article headed ''Labor MP fronts protestors'' in the Geraldton Guardian.
      (1) Does the minister agree with the Parliamentary Secretary to the Minister for Regional Development, Hon Darren West, that the government has not decided to close the Geraldton Sobering Up Centre?
      (2) Is the government actively considering options to keep the Geraldton Sobering Up Centre open beyond 31 December 2017?
(3) If yes to (2), what options are being considered by government to keep the centre open?
      (4) Did the minister or the Mental Health Commission consult with the Minister for Police, Western Australia Police Force or the WA Country Health Service in taking the decision to cease funding to the centre?
Hon ALANNA CLOHESY replied:
I thank the honourable member for some notice of the question. I am advised that —
      (1) The grant agreement with the service provider was due to expire on 31 December 2017. Due to performance below the contracted annual targets, it was considered that the service was not providing sufficient value for money. The centre will close upon expiry of the grant agreement on 31 December 2017.
      (2) The service provider has agreed to remain open on New Year's Eve 2017. Hon Darren West has written to the minister suggesting an alternative arrangement and this will be taken into consideration.
(3) Not applicable.
      (4) No. The decision to cease funding the service was based on attendance at the Geraldton Sobering Up Centre being low over the duration of the service agreement, with the number of admissions failing to meet the contracted annual target.
