GOVERNMENT CONTRACTS — HUAWEI

638. Hon PETER COLLIER to the minister representing the Minister for Transport:

I refer to the telecommunications contract awarded to Huawei.

(1) Is the value of the radio system replacement project $136.l million as advertised on the Public Transport Authority website or $205.7 million as reported on the Tenders WA website?

(2) What is the reason for the variation in values outlined in (1) and the breakdown of the value of the contract?

(3) What date was the contract signed and who signed the contract on behalf of the state government?

(4) Will the automatic control system use the system being implemented through the radio system replacement project; and, if not, why not?

(5) Will the public safety mobile broadband network use the system being implemented through the radio system replacement project; and, if not, why not?

Hon STEPHEN DAWSON replied:

I thank the Leader of the Opposition for some notice of the question.

(1)–(2) The radio system replacement project has two parts: the design and build contract for $125.27 million plus other project costs of $10.83 million; and a maintenance contract valued at $80.45 million for five years with two five-year options. The design and build contract, plus the other project costs equal $136.1 million, which was identified on the Public Transport Authority website project page. The design and build contract plus the maintenance contract equal $205.72 million, which was advertised on the Tenders WA website as the total contract values potentially being awarded.

(3) The date was 6 July 2018. It was Nina Lyhne, acting chief executive officer, PTA.

(4) The next generation of train-control systems referred to as automatic train control is in the very early stages of concept development and is around a 10-year project.

(5) Various emergency service agencies are developing future proposals for public safety messaging. Use of the train radio system infrastructure is a possible option among many other options, but this proposal is in early stages of development by other agencies.
