MAIN ROADS —
RESTRICTED ACCESS VEHICLE NETWORKS
1268. Hon ROBIN SCOTT to the minister representing the
Minister for Transport:
(1) Is Main Roads
Western Australia planning to remove the ability of local governments to issue
letters of approval under the accredited mass management scheme?
(2) Has MRWA
written to the Western Australian Local Government Association and to councils
within the Mining and Pastoral Region on the subject of proposed changes to
CA07 conditions for heavy vehicle operators; and will the minister table that
correspondence?

I thank the honourable member for
some notice of the question.
(1) Currently,
some local governments have requested a permit condition—CA07—that
requires the transport operator to have a letter of agreement for operating
restricted access vehicles on some local roads. In some cases this condition
has been used inappropriately to obtain a road maintenance contribution from the transport operator, and as such
Main Roads intends to withdraw the CA07 condition.
(2) Main Roads is
currently working with the Western Australian Local Government Association and
key stakeholders to identify other
potential mechanisms that will provide suitable outcomes for local governments.
