ROAD SAFETY COMMISSIONER — KIM PAPALIA
      762. Hon PETER COLLIER to the Leader of the House representing the Premier:
      (1) On what date did the Premier first become aware that former Road Safety Commissioner Kim Papalia had communicated with the Leader of the Opposition regarding the release of documents to the commission of inquiry and how did he become aware of this communication?
      (2) Can he confirm whether he or his office communicated with the director general of the Department of the Premier and Cabinet, Darren Foster, prior to his conversation with former Road Safety Commissioner Kim Papalia on 22 June; and, if so, whom did he speak with and what was discussed?
      (3) When did the director general of the Department of the Premier and Cabinet, Darren Foster, first notify the Premier of his conversation with Kim Papalia on 22 June and what was the nature of that conversation?
      (4) Did the actions of the director general of the Department of the Premier and Cabinet, Darren Foster, in relation to the conversation of 22 June with former Road Safety Commissioner Kim Papalia fully comply with the Public Sector Management Act and the public sector code of ethics; and, if not, what actions has the Premier undertaken to address the situation?

I thank the honourable member for some notice of the question.
      (1) To the best of the Premier's recollection, the first time he had knowledge of the former Road Safety Commissioner communicating with the Leader of the Opposition regarding the release of documents to the commission of inquiry was 22 June. He became aware of it when he was advised by Mr Darren Foster, the then acting director general.
      (2) No communication occurred regarding the former Road Safety Commissioner's correspondence with the opposition or plans to injunct the commission of inquiry prior to 22 June.
