MANGLES BAY MARINA
      584. Hon DIANE EVERS to the Minister for Environment:
I refer to the environmental approval conditions given in 2014 for the Mangles Bay marina at Point Peron. Premier McGowan criticised the previous government's amendment to condition 11–4 because it would allow proponents to start construction before they had proven they could successfully replant twice the area of seagrass that would be destroyed by the development.
      (1) What steps has the government taken to address this concern?
      (2) Will the government initiate action to withdraw the amendment to condition 11–4 and return it to its original commitment to replant 10.48 hectares of seagrass to an ecologically self-sustaining standard before works commence?
      (3) Does the minister agree that if the development is approved, there is nothing to stop the government from instructing LandCorp to delay all other works until 10.48 hectares of seagrass has been replanted to an ecologically self-sustaining standard?
(4) If no to (3), why not?
      (5) What steps has the government taken to address the Premier's criticism that in assessing the proposal, former state and federal environment ministers had failed to consider the Peron Naturaliste Partnership's advice regarding Mangle Bay's vulnerability to impacts of climate change?
Hon STEPHEN DAWSON replied:
I thank the honourable member for some notice of the question.
      (1) I have been advised that the appeal determination on this matter amended the requirements of the seagrass restoration plan. As a result, this plan now outlines time frames, responsibilities for implementation, a funding schedule and financial arrangements. This will ensure that it is auditable and will deliver the outcome required by the ministerial statement.
(2) No.
      (3)–(4) Based on the Environmental Protection Authority's recommendations and advice in report 1471 about the previous seagrass studies and seagrass transplanting technique, I am advised that the conditions in ministerial statement 974 are reasonable and achievable.
      (5) Peron Naturaliste Partnership's advice concerned vulnerability to coastal erosion and flooding. These matters are being considered by the Western Australian Planning Commission as part of the proposed metropolitan region scheme amendment for the area.
