Question
(1) In reference to the December 2017 National Disability Insurance Scheme Disability Reform Council quarterly report, dated 31 December 2017, is the Minister aware of assessments that the National Disability Insurance Agency (NDIA) has systemic structural problems with the implementation of the NDIS?
(2) What action, or actions, will the Minister take to ensure an effective contribution to the implementation of the NDIS in Western Australia?
(3) Will the Minister ensure that Western Australian-based not-for-profit organisations working in the disability sector receive adequate funding?

(1) I am aware of the report.
(2) As a member of the Disability Reform Council I take an active role in negotiating directly with the Commonwealth and state and territory governments on all matters pertaining to the full scheme roll-out of the NDIS in WA. My priority is to seek the best outcome for people with disability in this State and ensure the development of national reform in disability policy and implementation is in the best interests of WA. The Disability Reform Council oversees the implementation of the NDIS and makes recommendations to COAG on the transition to NDIS full scheme.
I am also working closely with the Federal Minister for Social Services, the Hon Dan Tehan, and the NDIA Chief Executive Officer, Mr Rob De Luca to ensure effective implementation and transfer and transition of individuals to the NDIS.
(3) The State Government is committed to supporting disability sector organisations to transition to the NDIS. A transition fund totalling $20.3million over the next two years has been established in the 2018-19 State Budget to support organisations transitioning to the NDIS to ensure quality services continue to be delivered.
