MYALUP–WELLINGTON WATER PROJECT

the Minister for Regional Development:
This question without notice of
which some notice has been given is asked on behalf of Hon Dr Steve Thomas, who
is away on urgent parliamentary business.
I refer to the minister's
media release of 27 April 2018 on the Myalup–Wellington water project,
jointly funded by the commonwealth and state governments, which states that ''Project
proponents Collie Water will invest about $169 million in the project.''
(1) Has the proponent, Collie
Water, committed those funds?
(2) Have contracts for the delivery
of the project been completed and signed?
(3) If no to (2), when will they be
completed and signed?
(4) When is
construction of the desalination plant and other above-the-dam parts of the
project expected to commence?
(5) Why has so
little been delivered two years and four months after the minister's
optimistic release?

I thank the member for the
question.
(1)–(5) The
Myalup–Wellington water project, as proposed by Collie Water, is
complex and ambitious, requiring a range of commercial agreements to be
negotiated by Collie Water with multiple parties. This project is not able to
proceed unless all these commercial agreements are in place. In particular, and
as the member would appreciate, continually evolving uncertainties associated
with the Collie coal mining and power generation sectors have presented
challenges to the progress of some agreements.
