Question

I refer to young people with diagnosed or suspected Foetal Alcohol Spectrum Disorder (FASD) who are accommodated at Banksia Hill Detention Centre (Banksia Hill), and I ask:

(a) will the Minister please advise if staff at Banksia Hill receive training about effective ways of working with young people who have, or are suspected to have, FASD;
(b) if yes to (a), will the Minister please provide the following information about the training:
(i) who delivers the training;
(ii) the duration (number of hours) of the training; and
(iii) how many staff have received the training since 1 January 2017;
(c) if no to (a), why not;
(d) are any programs delivered at Banksia Hill specifically tailored to young people with FASD or suspected FASD;
(e) if yes to (d), will the Minister please provide for each program:
(i) a brief description of the program;
(ii) who delivers the program; and
(iii) how many young people have completed the program since 1 January 2017; and
(f) if no to (d), why not?

The Department of Corrective Services advises:

    a. Banksia Hill staff receive a variety of training that relates to effective ways of dealing with all children. While there is not currently specific FASD training, there is training that relates to effective ways of working with Children who may have symptoms of FASD
    b. (i)-(iii) Not Applicable.
    c. FASD training resources are being developed. A trial of the training resources will be conducted and evaluated at the end of 2017. The training resources will be available to the Department in 2018.
    d. All programs are delivered in a way that are accessible to children with a variety of learning styles.
    e. (i)-(iii) Not Applicable.
    f. Banksia Hill staff are not currently able to assess young people for FASD as the screening tool is still under development by the Telethon Kids Institute (TKI). Publication of results from the research by TKI will occur from August 2017 – 2018.
