I refer to question
without notice 568, asked on 14 August, on the landfill waste classification
and waste definitions.
(1)
Were the maximum concentration and leaching test levels taken from any specific
document; and, if so, what document?
(2)
Did the Department of Water and Environmental Regulation determine its own
levels based on the various documents referred to as the list of sources in
question without notice 568, but without using any specific reference or set of
references?
(3)
Did the department make up its own figures?

I thank the
honourable member for some notice of the question.

The Department of Water and Environmental Regulation considered all the source
documents provided in response to question without notice 583, in the
development of maximum concentrations—thresholds—detailed in
table 6 of the ''Landfill Waste Classification and Waste Definitions
1996''. A comparison was undertaken on the parameter criteria in all
these source documents with background levels for the Swan coastal plain to
select the threshold for each parameter.
