Parliamentary Questions

Question Without Notice No. 896 asked in the Legislative Council on 30 November 2017 by Hon Peter Collier

Parliament: 40 Session: 1

PERTH CHILDREN'S HOSPITAL — THERMOSTATIC MIXING VALVES
      896. Hon PETER COLLIER to the parliamentary secretary representing the Minister for Health:
I refer to the government's announcement that the new Perth Children's Hospital will be opened in May 2018.
      (1) At the 32 of the 33 locations where water testing was conducted and passed, how many of these tests were conducted in proximity to —
      (a) thermostatic mixing valves at which the brass fittings have been replaced; and
      (b) thermostatic mixing valves where the pre-existing brass fittings remain intact?
      (2) Given the minister's claim that testing was based on ''a methodology consistent with that used by the Chief Health Officer'', will the Minister advise who is conducting the testing?
(3) Is the testing specifically the same as the methodology of the CHO?
      (4) If the methodology is not specifically the same, notwithstanding it may have been consistent with that used by the CHO, what are the differences in testing methodology used as part of the testing?
      (5) If new methodology was applied to previous tests, is information available indicating that the results would have been the same, or could the results have been different?
Hon ALANNA CLOHESY replied:
I thank the honourable member for some notice of the question. I am advised of the following.
          (1) (a) At nine locations, all brass fittings other than four brass connectors were replaced, and at 18 locations, the brass isolation valve on the cold water bypass was replaced.
          (b) At three locations, no brass components were replaced, and at a further three locations the entire thermostatic mixing valve assembly box was bypassed.
      (2) Analysis was conducted by the ChemCentre. Sampling was conducted by Department of Health, Child and Adolescent Health Service and Department of Finance personnel.
(3) The chemical testing and analysis is consistent with the CHO methodology.
      (4) Sampling was limited to 33 locations where replacements have been made. Previous sampling was based on random locations across the site. Aerators at the outlets were removed prior to sampling.
(5) See (3).
