I refer to question without notice No. 610, asked by Hon Colin Holt on 13 September 2017 in relation to Local Projects, Local Jobs grants funded by Royalties for Regions, and I ask:
(a) will the Minister please provide the following details for each grant made:
(i) project name;
(ii) project description;
(iii) name of the organisation or individual receiving funding;
(iv) amount of funding granted; and
(v) amount of funding transferred to date for each project;
(b) can the Minister confirm that a business case was prepared for each project and considered by cabinet;
(c) can the Minister provide each business case and, if not, why not;
(d) is a Financial Assistance Agreement (FAA) required to be executed between the Department of Primary Industries and Regional Development and the grant recipient prior to funds being available for each project; and
(e) will the Minister please provide a copy of each FAA executed by the department to date and, if not, why not?

- Individual business cases were not prepared for each project.
- The Local Projects Local Jobs program and associated projects was approved by Cabinet as part of the Government’s range of election commitments.
- Local Projects Local Jobs grants are dispersed following the execution of a grant funding agreement between the recipient and relevant Regional Development Commission.
- No. This would involve the provision of 227 separate agreements currently held by the nine Regional Development Commissions. I table a copy of the Local Projects Local Jobs grant agreement template. This together with the information provided in the [attached table paper no.] provides details of each grant.
