HEAVY VEHICLE NATIONAL LAW
      80. Hon RICK MAZZA to the minister representing the Minister for Transport:
I refer to the state government's failure to adopt the Heavy Vehicle National Law.
      (1) Is the minister aware that the rules have been adopted in the Australian Capital Territory, New South Wales, Queensland, South Australia and Victoria?
(2) Why has the state government not adopted the Heavy Vehicle National Law?
(3) Does the state government intend ever to adopt the Heavy Vehicle National Law?
(4) If no to (3), what certainty does this provide the heavy vehicle industry?
      (5) Is the minister aware of the impacts on the heavy vehicle industry and the other states because of Western Australia's failure to adopt the Heavy Vehicle National Law?
Hon STEPHEN DAWSON replied:
I thank the honourable member for some notice of the question.
(1) Yes.
      (2) Adoption of the Heavy Vehicle National Law would fundamentally change the way that the WA transport industry is regulated and would introduce the National Heavy Vehicle Regulator in Western Australia. The NHVR has not demonstrated tangible benefits of the national model to the industry in WA.
      (3)–(4) The state government would consider on its merits any further proposal to adopt the HVNL, in close consultation with the transport industry. The Western Australian industry has maintained the position that it is opposed to Western Australia adopting the Heavy Vehicle National Law or joining the Heavy Vehicle National Regulator.
      (5) The state government works closely with the NHVR, the transport industry and other national bodies to ensure that the regulatory burden for interstate transport operators is minimal.
