TOWING AND DETENTION OF VEHICLES) BILL 2020
873. Hon AARON STONEHOUSE to the minister representing the
Minister for Transport:
I refer the minister to the
regulatory impact assessment process, which I presume was undertaken in advance
of the Road Traffic Amendment (Immobilisation, Towing and Detention of
Vehicles) Bill 2020 being introduced.
(1) Was a decision regulatory impact
statement completed in relation to this legislation?
(2) If no to (1), why not?
(3) If yes to (1), will the minister
please table the DRIS?
Hon
STEPHEN DAWSON replied:
I thank the honourable member for
some notice of the question.
The Department of Transport has
consulted with the Western Australian Local Government Association; specific
local governments, such as the City of Stirling; security companies undertaking
wheel-clamping activities; strata companies;
the Western Australia Police Force; the Department of Local Government, Sport
and Cultural Industries; the Department of Mines, Industry Regulation and
Safety; and the Road Safety Commission.
The statement of intent ''Vehicle Immobilisation and
Vehicle Removal and Detention'' was placed on the Department of
Transport website on 25 May 2020 and circulated to relevant parties.

(2) The
Department of Treasury's Better Regulation Unit advised that the
initiative was excluded from regulatory impact assessment under ''Exclusion
