DUST MANAGEMENT —
PORT HEDLAND
264. Hon JACQUI BOYDELL to the minister representing the
Minister for Planning:
I
refer to the government's proposal for the Department of Planning,
Lands and Heritage to prepare an improvement plan and improvement scheme
for Port Hedland's West End.
(1) Has the improvement plan and improvement
scheme been completed; and, if so, when?
(2) If no to (1), when does the
minister expect it to be completed?
(3) Who was or is
being consulted as part of the process to prepare an improvement plan and
improvement scheme?
(4) Will there be
a mechanism as part of the improvement plan and improvement scheme for
landowners whose properties have been affected by dust to receive compensation?
(5) If yes to (4), who will fund the
compensation?
(6) If no to (4),
how is the government working with affected landowners to ensure that they are
not footing the bill for cleaning and maintenance due to dust?

I thank the honourable member for
some notice of the question.
(1) No.
(2) The minister
anticipates receiving a recommendation from the Western Australian Planning
Commission before the end of 2019.
(3) The Planning
and Development Act 2005 obligates the Western Australian Planning Commission
to formally consult with the relevant local government when preparing an improvement
plan.
(4) An
improvement plan does not contain a mechanism for landowners to receive
compensation. The Planning and Development Act 2005 sets outs when compensation
may be payable to landowners when a planning scheme is made or amended.
(5) Not applicable.
(6) The ''Port
Hedland Dust Management Taskforce Report to Government'' sets out a whole-of-government
response to the management of dust in Port Hedland.
