I refer to question without notice 298 asked by Hon Robin Chapple on 8 May 2018 in relation to the Gorgon Gas Project, and I ask:
(a) has the proponent reported on measures it will take to offset emissions, given that the amount of reservoir carbon dioxide injected falls significantly below target levels;
(b) if yes to (a), please describe the type of offsets and timeline for implementation and, if possible, table the proponent’s report; and
(c) if no to (a), why not and when will the Minister require the proponent to report?

(a) – (c) As I stated in my response to question without notice 298, I requested the Environmental Protection Authority (EPA) to inquire into Ministerial Statement 800, to clearly define a start point for the commencement of the carbon dioxide injection system. On 25 September 2019, the EPA completed its inquiry and provided me a report with recommendations for potential changes to Condition 26 of Ministerial Statement 800.

I have now commenced consultation with other decision-making Ministers and will make the final decision regarding amending Ministerial Statement 800 in due course.

Once a decision has been made on the compliance starting point for the carbon dioxide injection system, and the first five year rolling period has finished, the Department of Water and Environmental Regulation will then be in a position to determine the status of compliance and any proposed measures to be taken by Chevron Australia to offset emissions if required.
