Grants expenditure in 2016/17 and 2017/18 relates to the Business Local Service. Whilst the expenditure type of the Service has been changed, the Business Local Service continues to operate successfully in the regional and metropolitan areas. This expense was reclassified to supplies and services commencing in 2018/19 as they are no longer considered grants, but rather a fee-for-service by the contracted suppliers.
