231. Hon ALISON XAMON to the Minister for Environment:
I refer to tabled paper 1189 in
which the Department of Biodiversity, Conservation and Attractions provided
strong advice regarding the treatment of banksia woodland threatened ecological
communities in relation to the clearing application for the Shenton Park
Rehabilitation Hospital site, and I note that the agency provided no comment at
all on the same clearing required for the subdivision application currently
before the WA Planning Commission. Why did the DBCA not provide comment —

DBCA not provide comment to the WAPC regarding this subdivision application?

I thank the honourable member for
some notice of the question.
The former Department of Parks and
Wildlife commented on the proposed scheme amendment in 2015 and recommended
that consideration be given to how remnant vegetation could be retained and
enhanced. It also recommended that for any future development of the subject
lots, consideration be given to protection of existing remnant vegetation and
public open space. In 2016, the then Department of Planning wrote to Parks and
Wildlife seeking comment on a proposed improvement scheme for the site. Parks
and Wildlife's advice was that it had no additional comment to the
advice previously provided. Parks and Wildlife did not provide comment on the
subsequent subdivision application as the subdivision plan indicated that the
areas containing the western bushland in good condition were to be retained in
public open space. This was considered to be consistent with Parks and Wildlife's
previous advice.
