WAROONA–YARLOOP BUSHFIRES — FERGUSON REPORT —AGENCY OPPORTUNITY RECOMMENDATIONS
      101. Hon RICK MAZZA to the minister representing the Minister for Emergency Services:
I refer to the report of the special inquiry into the January 2016 Waroona fire, ''Reframing Rural Fire Management'', and the 23 agency opportunities for improvement identified by Euan Ferguson. Although the special inquirer made 17 recommendations for strategic change, he also identified 23 agency opportunities for improvement that are crucial to improving capacity and capability for agencies and individuals.
(1) Have all 17 recommendations for strategic change been implemented?
(2) If no to (1), which recommendations have not been implemented, and why?
(3) Of the 23 opportunities, how many have been progressed?
Hon STEPHEN DAWSON replied:
I thank the honourable member for some notice of the question. The Office of Emergency Management advises the following.
      (1) Of the 17 recommendations, all have been considered; most have been implemented and three are underway or in progress.
      (2) Recommendation 7: the project is underway, in line with the outcomes of the service priority review.
      Recommendation 15: the development of a rural fire service is well advanced and will be delivered after the current bushfire season to ensure that it can be implemented without affecting current operations.
      Recommendation 12: work is underway; however, there are significant safety risks to be considered with this recommendation.
      (3) Twenty opportunities have been progressed or completed. The remaining three are being considered.
