RENEWABLE ENERGY

950. Hon ROBIN CHAPPLE to the Leader of the House representing the Premier:

My question was actually asked on 13 August 2020. It is to the Leader of the House representing the Premier. It was in the days when my staff were still trying to work out who to ask this question of.

I refer to the media release—I will not go through the website address—outlining the government's spending on regional renewable power.

(1) Can the Premier confirm that this government brokered a deal with proponents to help establish a large LNG facility in this hemisphere?

(2) Can the Premier confirm that this government has lifted the moratorium on fracking in the Kimberley?

(3) Can the Premier confirm that WA has no target-based emissions protocols for either industry or municipal sectors?

(4) Can the Premier, in light of the funding given for domestic solar power, please reiterate his party's stance on anthropogenic climate change and environmental degradation?

Hon SUE ELLERY replied:

I thank the honourable member for some notice of the question. I do note the preamble is slightly different in what was lodged from what the member read out, but I think the substantive matters the member is asking about in parts (1) to (4) are the same.

(1) This year, Parliament passed a variation to the North West Gas Development (Woodside) Agreement Act 1979 state agreement. This variation will extend the life of the agreement by 25 years to 2059 and enable the facility to toll gas from producers other than the North West Shelf joint venture.

(2) The government's position on fracking in the Kimberley has not changed. Hydraulic fracturing can occur only on petroleum authorities in force as of 26 November 2018, and all hydraulic fracturing proposals will be referred to the Environmental Protection Authority for assessment.

(3) Last year, the government announced its commitment to work with all sectors of the Western Australian economy to achieve net zero emissions by 2050. The state climate policy, to be released later this year, will consider the opportunities to reduce our emissions to achieve the state's aspiration.

(4) The party's stance on climate change is a matter for the party. The advice to the government has not changed. This advice is that scientific evidence demonstrates that climate change is primarily caused by increased emissions of greenhouse gases from global anthropogenic sources.
