      650. Hon ROBIN CHAPPLE to the minister representing the Minister for Mines and Petroleum:
I refer to pictures showing ammonium nitrate leaving Yara Pilbara Nitrates Pty Ltd's technical ammonium nitrate plant on the back of multiple trucks on 29 August 2017 and 14 September 2017.
      (1) Will the minister confirm that TAN is being transported out of Yara's facilities on the Burrup Peninsula?
(2) To where is the TAN being transported?
(3) How much TAN, by tonnage, is being transported daily or monthly?
      (4) Does Yara Pilbara Nitrates have a licence to produce, transport and export TAN?
      (5) If no to (4), is this part of the commissioning process?
I thank the member for the question. The Minister for Mines and Petroleum has provided the following information.
(1) Yes. Ammonium nitrate is being transported from the Yara facility.
      (2) Various locations in the domestic resources–mining market and international customers, including Orica.
      (3) It is unknown. The plant's production capacity is about 915 tonnes a day, but there are many variables as to what will be transported on a daily or monthly basis. There is no regulatory requirement for the transporter to notify the Department of Mines, Industry Regulation and Safety of quantities being moved.
      (4) Yara has a licence to produce, manufacture and export ammonium nitrate. It uses a licensed third party to transport the product.
