Question

I refer to your recent media release announcing the successful Regional Economic Development (RED) grant applicants, and I ask:

(a) will the Minister provide the assessment criteria for the grant scheme;
(b) will the Minister table the name, project outline, amount requested and ranking criteria for each applicant in round two of the RED grants;
(c) will the Minister provide details of when and how applicants were informed of whether or not they were successful in their applications;
(d) will the Minister provide a breakdown of the $8.7 million expected to be leveraged into the region as a result of this round; and
(e) given that this round was largely oversubscribed, how does the Minister intend to manage the process into the future to ensure businesses are not losing time on writing applications that have little chance of being successful due to oversubscribed rounds?

I assume the Member is referring to the announcement of the Pilbara Round 2 RED grants on 14 November 2019.

(a) Pilbara RED Grants are assessed against the following criteria:

    • Alignment with Regional Economic Development Grant Scheme priorities of:
    • sustainable jobs growth
    • increased productivity
    • expanding or diversifying industry
    • developing skills or capabilities
    • attracting new investment in the Region
    • Alignment with Regional Priorities of:
    • logistics, engineering and supply chains
    • innovation and advanced technology
    • agriculture and aquaculture
    • renewable energy
    • tourism
    • regional impact
    • other diversification opportunities
    • Job creation
    • Fostering local partnerships/co-investment
    • Leverage funding
    • Capacity and ability to deliver the project
    • Project budget costings
    • Market viability and commercialisation
    • Financial viability of applicant
    • Overall quality of application

(b) Tabled Paper # contains details on successful applicants. I do not consider it appropriate to disclose details of unsuccessful applications.

(c) Successful applicants were mailed letters on 12 November 2019. Unsuccessful applicants were mailed letters on 14 November 2019. The ranking criteria is detailed in part (a).

(e) The RED Grants are a competitive grant program open to any applicant. As a result, it encourages a broad range of project ideas of which only the ones that are the most developed and have the greatest potential to deliver against the priorities are funded. During the application period, applicants are encouraged to meet with the relevant Commission to ascertain the strength of their application in meeting the criteria and whether their application would be competitive. The decision on whether to apply or not remains with the applicant. The number of applicants is a clear affirmation of the value of this project to regional business.
