BUNBURY OUTER RING ROAD
ROUTE — MULTI-CRITERIA ASSESSMENT
1435. Hon DIANE EVERS to the minister representing the Minister
for Transport:
I refer to the Main Roads alignment
selection report of September 2018 in regard to the Bunbury Outer Ring Road
route selection.
(1) Are the criteria in the
multi-criteria assessment, red versus green alignments, weighted; and —
(a) if yes, can the minister please provide details
on the weighting and how the results were determined; and
(b) if not, why
not?
(2) Why does the
multi-criteria assessment not include consideration of environmental impacts in
the matrix?
(3) Have
additional surveys been undertaken to address the information gaps in the
unsurveyed area; and —
(a) if yes, what
is the estimated outcome for fauna—species and numbers loss—for
this area and overall for the red route; and
(b) if no, when
will they be undertaken?

DAWSON replied:
I thank the honourable member for
some notice of the question. The following answer is provided on behalf of the
Minister for Transport.
(1) No.
(a) Not applicable.
(b) The criteria were assigned equal
weighting and scored on a scale of 1 to 3.
(2) Environmental
studies, detailed elsewhere in the report, indicated that environmental impacts
would be similar in scale, but of different nature, between each option. For
this reason, environmental impact was not a differentiating factor in the
multi-criteria assessment.
(3) Environmental
surveys were undertaken in both the original corridor and alternative
investigation corridor. Additional surveys have been undertaken to inform the
environmental assessment of the selected option and will be subject to public
comment.
