Parliamentary Questions

Question Without Notice No. 24 asked in the Legislative Council on 14 March 2018 by Hon Peter Collier

Parliament: 40 Session: 1

MAIN ROADS WESTERN AUSTRALIA — CARRINGTON STREET–STIRLING HIGHWAY PROJECT
      24. Hon PETER COLLIER to the minister representing the Minister for Transport:
I refer to the minister's recent announcement to commit $118 million to the Carrington Street–Stirling Highway project.
      (1) Was a business case prepared for this project; and, if so, will the minister now table this business case; and, if not, why not?
      (2) Has modelling been undertaken on the forecast number of vehicle movements on this section of road; and, if so, over what period?
      (3) If yes to (2), what is the estimated number of vehicle movements broken down into heavy vehicles and light vehicles for each year over the modelling period?
      (4) If yes to (2), what assumptions are used to underpin the modelling?
Hon STEPHEN DAWSON replied:
I thank the Leader of the Opposition for some notice of the question.
      (1) The project was an initial commitment contained in the previous government's budget. A detailed business case will be finalised for the current project once the concept plan has been finalised.
(2) Yes, for the 2031 time frame.
      (3) Given the level of detail requested, the minister asks that this portion of the question be placed on notice.
      (4) The modelling is based on land use forecasts provided by the Department of Planning, Lands and Heritage.
