COMMUNITY RESOURCE CENTRES — ROYALTIES FOR REGIONS EXPENDITURE
919. Hon DIANE EVERS to the Minister for Regional Development:
I refer to the funding for community resource centres detailed in the royalties for regions expenditure table on page 222 of the 2018–19 budget paper No 3.
(1) On what basis was the reduction from $13 million to $8 million per annum, or approximately 40 per cent, from 2018–19 onward determined or calculated?
(2) For each of the financial years from 2012–13 to 2016–17, will the minister please provide a breakdown of the total funding provided to CRCs by expenditure type, as shown on page 24 of the WA Regional Development Trust's 2013 review of the Western Australian community resource network; and, if not, why not?
(3) For the 2015–16 and 2016–17 years, will the minister please provide a breakdown of how much was provided to each CRC; and, if not, why not?
Hon ALANNAH MacTIERNAN replied:
I thank the honourable member for some notice of the question.
(1) The reduction in funding is in response to the significant budgetary pressure the government faces. I note that the funding for the CRC program more than doubled under the previous government. The $8 million budget we have projected in the out years represents a more natural growth of expenditure from a 2010 baseline.
(2) A breakdown of expenditure for the CRC program, in the format shown in the 2013 Western Australian Regional Development Trust's review, is not readily available. The majority of the line items became redundant with the change of funding for most CRCs from grants to contracts, which was a recommendation of the trust review.
