Question

I refer to the Attorney General Regulations Amendment (Veterinary Practice) Regulations 2022, and I ask:
(a) what was the catalyst for bringing about these amendments to the regulations;
(b) who was consulted prior to these amendment regulations being finalised;
(c) did any person consulted raise any concerns;
(d) if yes to (c), what were these concerns;
(e) have the finalised amendment regulations addressed these concerns; and
(f) if no to (e), why not?

Answered on 21 September 2022

(a) The Attorney General Regulations Amendment (Veterinary Practice) Regulations 2022 (Amendment Regulations) were required as a consequence of the commencement of the Veterinary Practice Act 2021. The Amendment Regulations are mechanical in nature and update existing references to statutory bodies and legislation in the Freedom of Information Regulations 1993 and the State Administrative Tribunal Regulations 2004.   

(b) The Department of Primary Industries and Regional Development conducted extensive consultation during the preparation of the Veterinary Practice Act 2021 and coordinated the amendment of various sets of regulations across various portfolios to support the ActThe Department of Justice consulted with the Office of the Information Commissioner in relation to the amendments to the Freedom of Information Regulations 1993 and consulted with the State Administrative Tribunal in relation to the amendments to the State Administrative Tribunal Regulations 2004. The Information Commissioner and the President of the State Administrative Tribunal indicated that they had no objection to the amendments.
