Parliamentary Questions

Question On Notice No. 3300 asked in the Legislative Council on 8 October 2020 by Hon Diane Evers

Question Directed to the: Minister for Environment representing the Minister for Energy
Parliament: 40 Session: 1

Question

I refer to a recent ABC news article entitled ‘Esperance power station approval calls WA Government process into question’, and I ask:
(a) how many additional truck movements are expected to be on the road to cater for the transportation of gas to Esperance;
(b) what are the estimated Scope 1, 2 and 3 emissions for the project, including the trucking of gas;
(c) has additional road maintenance from additional trucks been taken into consideration;
(d) what is the Government doing to address concerns of the community around safety with additional trucks on the road and noise pollution to the nearby hospital and residents; and
(e) what is the expected additional costs to residents to change to bottled gas if the existing gas network is compromised, both capital changes and ongoing?

Answered on 5 November 2020

  1. Five to six per week.
  2. Details on anticipated emissions is commercial in confidence. It is expected that Scope 1, 2 and 3 emissions for the project will be less than current levels. The new more efficient power station will reduce the carbon emissions by almost 50 per cent annum compared to the existing power station.
  3. Horizon Power is not responsible for road maintenance.
  4. LNG will be transported by an accredited Heavy Haulage Operator, ensuring the haulage company has an effective maintenance system which complies with Main Roads Western Australia’s operating standards. The power station is classified as a “prescribed premises” and noise emissions must comply with the conditions set out in the Works Approval from the Department of Water and Environmental Regulation.
  5. There are no plans to move to bottle gas for Esperance.
