Question On Notice No. 3350 asked in the Legislative Council on 22 October 2020 by Hon Aaron Stonehouse

Question Directed to the: Leader of the House representing the Minister for Local Government; Heritage; Culture and the Arts
Parliament: 40 Session: 1
Tabled Paper No: 4675- View tabled paper

Question

(1) Can the Minister confirm if there is any policy or guidance in place to assist and/or advise Metropolitan Cemeteries Board (MCB) staff on how they should act in the event that they have immediate or close family members (parents, siblings, children, uncles, aunts, or grandparents) buried in an area of Karrakatta Cemetery being considered for renewal?

(2) If there is a policy, or some form of guidance, will the Minister please table that information?
(3) Are staff members required to recuse themselves from involvement in the selection of graves for retention (or areas being considered for renewal) under those circumstances, or to declare a conflict of interest?
(4) If no to (3), why not?
(5) Can the Minister confirm if any current MCB staff have advised the Minister or the Department of any such conflict of interest to date?
Answered on 25 November 2020

(1) Assessments of each renewal area are performed by the Monument Assessment and Advisory Committee (MAAC) which was established by the Metropolitan Cemeteries Board (MCB) to assess monuments in burial areas and memorial gardens designated for cemetery renewal and to advise/recommend to the Board. The MAAC does not consist of MCB staff members.

(2) Yes, I table a copy of the Terms of Reference dated 25 October 2018. These were updated on 29 October 2020. As per the Premiers Circular 2017/07 which I also table. [see tabled paper no.]

(3) See part (1)

(4) Not applicable

(5) There has been no conflict of interest declared at a MAAC meeting.
