VALLEY PLANNING SCHEME

I ask this question on behalf of Hon
Tjorn Sibma, who is on urgent parliamentary business.
I refer to the Swan Valley Planning
Bill 2020.
(1) What progress has been made in drafting the Swan
Valley Planning Scheme, upon which the desired objects of the bill rely?
(2) Which
organisations and/or individuals have been consulted throughout the drafting of
the SVP scheme?
(3) On what dates and via what means
did this consultation occur and what comments were provided?
(4) Will the minister table a copy
of the draft SVP scheme?

I thank the honourable member for
some notice of the question.
(1) The draft
Swan Valley Planning Scheme is significantly advanced, consistent with the
objects of the bill.
(2)–(3) Drafting
of the Swan Valley Planning Scheme has been extensively informed by the Swan
Valley planning review, comprising survey responses from 628 Swan Valley
residents, various meetings conducted by the late Hon John Kobelke, JP, and 187
public submissions. The draft scheme is the subject of ongoing liaison, including with the Heritage Council of Western
Australia, the Environmental Protection Authority and other public
authorities. Consistent with clause 43 of the draft Swan Valley Planning Bill 2020,
the EPA, Heritage Council of Western Australia
and the City of Swan have received the first draft Swan Valley Planning
Scheme.
(4) Recognising
the ongoing liaison, the minister will consider making later drafts of the
document public.
