PLASTIC AND TYRE RECYCLING — ASSESSMENT CRITERIA

760. Hon PETER COLLIER to the Minister for Environment:

I ask this question on behalf of Hon Tjorn Sibma, who is away on urgent parliamentary business.

I refer to the 7 July 2020 media statement concerning $20 million of state government grant funding to support plastic and tyre recycling in Western Australia.

(1) What criteria will be used by the Department of Water and Environmental Regulation to assess expressions of interest submitted before the deadline of 17 August?

(2) Will any specific rating be attached to that criteria?

(3) Who specifically will assess expressions of interest within DWER and what are the next steps before a decision to award a grant or grants is undertaken?

(4) What is the final decision-making authority regarding the award of the grant or grants?

Hon STEPHEN DAWSON replied:

I thank Hon Tjorn Sibma for some notice of the question. I would like to acknowledge his recent ascension to the shadow ministry as shadow Minister for Environment and his first question in that regard.

(1) Responses will be assessed against the criteria contained in the expression of interest form available on the Department of Water and Environmental Regulation's website, which I now table.

(2) There was no specific weighting applied to the criteria.

(3) The assessment panel will comprise representatives from across government, including the Department of Water and Environmental Regulation, the Department of Jobs, Tourism, Science and Innovation, Infrastructure WA, DevelopmentWA and the Department of Treasury. The panel will assess the applications against the assessment criteria and make recommendations.

(4) Following the assessment of the expression of interest responses, as the Minister for Environment, I will make the final decision on the selected respondent or respondents. The Western Australian government is working with the Australian government to finalise a national partnership agreement, which will set out the decision-making process for the allocation of funds.
