LOCAL GOVERNMENT ACT REFERENCE GROUP

540. Hon SIMON O'BRIEN to the Leader of the House representing the Minister for Local Government:

(1) What are the names of the members of the Local Government Act Reference Group and which bodies or organisations do they represent?

(2) On what dates has the Local Government Act Reference Group met?

(3) When was the West Australian Ratepayers and Residents Association invited to be part of this reference group, and why?

Hon SUE ELLERY replied:

I thank the honourable member for some notice of the question.

(1) The role of the reference group is to inform and identify opportunities for reform, and to engage and represent the interests of the member organisations. The reference group has also assisted with and promoted involvement in the review. Members are there as representatives of various stakeholder groups. I am therefore providing their positions and organisations as a response to this question. The members are —

the member for Balcatta, chair;

chief executive officer, Local Government Professionals Australia WA;

CEO, Shire of Narrogin;

executive manager, technical services, Town of Mosman Park;

executive manager, governance and organisational services, Western Australian Local Government Association;

manager, governance, WALGA;

senior policy adviser, office of Hon David Templeman, MLA;

manager, projects and business development, WA Council of Social Service;

CEO, Regional Chamber of Commerce and Industry WA;

manager, policy, Chamber of Chamber of Commerce and Industry WA;

president, Local Government Rangers Association;

branch secretary, Australian Services Union;

CEO, Association of Mining and Exploration Companies;

member, minister's multicultural advisory group;

director, strategic initiatives, Department of Local Government, Sport and Cultural Industries;

CEO, City of Gosnells;

president, WALGA and Shire of East Pilbara;

president, Shire of Morawa;

Western Australian Electoral Commissioner;

director, local government policy and engagement, Department of Local Government, Sport and Cultural Industries;

executive director, planning and service delivery, Department of Local Government, Sport and Cultural Industries; and

chairman, WA Ratepayers and Residents Association.

(2) The Local Government Act reference group met on 27 June 2017, 12 October 2017, and 2 May 2017 for phase 1; and on 11 June 2018, 13 August 2018, 3 September 2018, and 19 November 2018 for phase 2.

(3) The Western Australian Ratepayers and Residents Association was invited to be part of the reference group on 24 April 2019. WARRA was incorporated in December 2018 and invited to be part of the reference group following a request to the minister by the association's chairman.
