Parliamentary Questions

Question Without Notice No. 42 asked in the Legislative Council on 14 March 2018 by Hon Tjorn Sibma

Parliament: 40 Session: 1

LOCAL PROJECTS, LOCAL JOBS — CABINET APPROVAL
      42. Hon TJORN SIBMA to the Leader of the House representing the Premier:
I refer to the Treasurer's budget speech of 7 September 2017, in which the Treasurer said —
To boost local jobs we are spending $39 million on the Local Projects Local Jobs grants program,
I reflect on the Premier's reluctance yesterday to confirm one way or the other that the Local Projects, Local Jobs initiative is a grants program.
      (1) In light of the Treasurer's budget speech, will the Premier now give a straight answer—yes or no—and confirm whether the Local Projects, Local Jobs initiative is a grants program?
      (2) If yes to (1), why did the Premier not just say so in answer to my parliamentary question of 13 March 2017?
      (3) If no to (1), what is it; and has the Treasurer misled the Parliament on the nature of the Local Projects, Local Jobs initiative?
      (4) If partly yes and no to (1), what value and proportion of funds distributed through Local Projects, Local Jobs are —
          (a) grants; and
      (b) gifts?
Hon SUE ELLERY replied:
(1)–(4) As per the response to question without notice 20 responded to on 13 March 2018, the Local Projects, Local Jobs program represents the delivery of election commitments made to community organisations in the lead-up to the March 2017 election. The delivery of commitments is being managed through existing state government grant delivery processes and procedures, which include reporting and acquittal requirements.
