SCREEN PRODUCTION

Arts:
I ask this question on behalf of Hon
Michael Mischin, who is on urgent parliamentary business. I refer to the
minister's announcement of 19 August 2020 that the government is
seeking proposals to ''build, locate and operate a screen production
facility in Western Australia''.
(1) How many proposals were received
before the announcement?
(2) How many have been received
since the announcement?
(3) What due date has been set for
submission of proposals?
(4) What date has
been set for the assessment of the proposals and announcement of a successful
proponent?
(5) What
weighting is being given to proposals that can be activated in the near term to
take advantage of the anticipated increase in international productions seeking
relatively safe production locations due to COVID-19,
and the commonwealth's increased funding of the screen production
location incentive grant?

I thank the honourable member for
some notice of the question.
(1) A number of proposals have been received over a number
of years in relation to the need for screen industry infrastructure in Western
Australia.
(2) The
government is following the process as set out in the market-led proposal
policy and cannot comment at this stage.
(3) The initial due date for
submissions was 11 September and was extended to 25 September 2020.
(4) The
government is following the process as set out in the market-led proposal
policy. At this stage, the time lines cannot be confirmed, except to state that
the evaluation process is underway.
(5) Submissions
will be considered broadly across the evaluation criteria as set out in the
problem and opportunity statement, including strategic alignment, public
interest, value for money, feasibility and capability of being delivered within
a specified time frame, and risk.
