PUBLIC SECTOR COMMISSION —
HOUSING AUTHORITY REVIEW
1401. Hon TJORN SIBMA to the Leader of the House representing
the Minister for Public Sector Management:
I refer to the minister's
announcement of the Public Sector Commission's independent review into
the Housing Authority within the Department of Communities.
(1) What is ''independent''
about this review?
(2) What are the specific terms of
reference of the review?
(3) Does the
commission have the adequate expertise and personnel to undertake this review
without the need to second other public sector employees and/or have the
assistance of the private sector?
(4) What time line has been
specified for a final or even an interim report?

I thank the honourable member for
some notice of the question.
(1) The review is
being undertaken by the Public Sector Commissioner, who is an independent
statutory office holder specifically required by the Public Sector Management
Act 1994 to act independently in the performance of her functions. The
commissioner has specific powers and responsibilities under the act to
undertake reviews into the operations of public sector bodies.
(2) I will table a copy of the
review's specific terms of reference when they are finalised.
(3) It is open to
the commissioner to make a decision about how best to undertake the review,
including the use of internal or external resources.
(4) A time line
has not been finalised for a final or an interim report. This will be
considered in the context of the ongoing criminal investigation by the WA
Police Force and the Corruption and Crime Commission.
