FIONA STANLEY HOSPITAL — NON-CLINICAL
SERVICES CONTRACT
150. Hon TJORN SIBMA to the parliamentary secretary
representing the Minister for Health:
I refer to the government's decision to amend the
contract with Serco for the delivery of services at Fiona Stanley Hospital.
(1) Will the minister provide a breakdown of the $8
million a year additional costs, together with a breakdown of the $12.9
million transition payment?
(2) Will the minister table a copy of the new deed of
amendment that varies the existing facilities management services
contract; and, if not, why not?
(3) Will the Department
of Health be provided with additional funding to cover these costs of breaking
the contract with Serco, or will they be absorbed within Health's
existing budget?
(4) Will the
minister provide a list of the 21 other services that will continue to be
delivered by Serco?
(5) How many
complaints did the Department of Health receive over the last 12 months
regarding Serco's management of the contract?

ALANNA CLOHESY replied:
I thank the honourable member for
some notice of the question.
(1) The estimated
$8 million a year additional costs are based on estimates from similar services
provided at Royal Perth Hospital and Sir Charles Gairdner Hospital. The full
cost of transferring the services back to public control is yet to be
finalised. Work has commenced on workforce structures and service delivery
models in order for the state to deliver these services. Cost models and budget
forecasts will be developed in parallel with the transition work. The $12.9
million in transition funding is phased over three financial years and will be used to undertake workforce
transition and service design, including establishment of new
organisational structures, the development of new workflows, policies and
procedures, and procurement of necessary equipment and consumables for each of
the three services.
(2) The Department of Health is
seeking legal advice in relation to this request.
(3) A provision
administered by Treasury has been established to provide additional funds to
support the delivery of these services, should
it be required. The Department of Health will work with Treasury to draw
down additional funding if needed after the development of service delivery
models, staffing structures, and when greater clarity is available regarding
the costs of subcontracts, consumables and maintenance of equipment.
(4) The 21
services under the facilities management services contract delivered by Serco
from August 2021 consist of —
(1) audiovisual,
(2) electronic records management,
(3) energy and utilities,
(4) estate,
(5) external transport,
(6) fleet management,
(7) grounds maintenance,
(8) helpdesk and communications,
(9) human resources management,
(10) information and communications
technology,
(11) linen,
(12) managed equipment,
(13) management and integration,
(14) patient entertainment,
(15) pest control,
(16) property management,
(17) reception,
(18) safety and incident management,
(19) supplies management,
(20) vehicles and traffic management,
and
(21) waste management.
(5) The Department of Health has not received any
complaints regarding the management of the Serco contract.
