Question Without Notice No. 1071 asked in the Legislative Council on 24 September 2019 by Hon Simon O’Brien

Minister responding: Hon R. Saffioti
Parliament: 40 Session: 1

Answered on 24 September 2019

ELLENBROOK RAIL LINE — WHITEMAN PARK

1071. Hon SIMON O'BRIEN to the minister representing the Minister for Transport:

I refer to minister's answer to question without notice 1045 asked on Thursday, 19 September concerning the proposed Morley–Ellenbrook rail link. For the sake of clarity, will the government guarantee that no part of Whiteman Park, including the Marshall Road lands, will be used for future urban and/or commercial development?

Hon STEPHEN DAWSON replied:

I thank the honourable member for some notice of the question. The following has been provided by the Minister for Transport.

Commercial developments currently operate in Whiteman Park. In relation to the Marshall Road lands, the previous government's ''Whiteman Park Strategic Plan 2017–2021'' states that the Marshall Road lands were considered non-essential to the operation and integrity of Whiteman Park. The previous government's plans for this area, as identified by Hon Donna Faragher —

Hon Simon O'Brien: I asked about your government!

Hon STEPHEN DAWSON: I am giving you the answer! Do you want the answer or not?

The PRESIDENT: Order!

Hon Simon O'Brien: You're not giving me a bloody answer!

The PRESIDENT: Order!

Several members interjected.

The PRESIDENT: Order, member! People do not need to yell at each other across the chamber —

Hon Sue Ellery: Or to be sworn at.

The PRESIDENT: I missed that.

Withdrawal of Remark

Hon SUE ELLERY: The member used unparliamentary language. He used the word ''bloody''. He knows it is unparliamentary; he should withdraw and apologise.

Hon SIMON O'BRIEN: I apologise and withdraw, Madam President.

The PRESIDENT: Thank you, Hon Simon O'Brien. Minister, if you would like to complete your response, please.

Questions without Notice Resumed

Hon STEPHEN DAWSON: Thank you, Madam President. The previous government's plans for this area, as identified by Hon Donna Faragher, included a regional sporting complex, a cemetery and a commercial youth facility.

Hon Donna Faragher interjected.

The PRESIDENT: Order!

Hon STEPHEN DAWSON: I table two media statements from the then planning minister dated 5 August 2016 and 1 February 2017.

[See paper 3106.]

Hon STEPHEN DAWSON: Additionally, the previous government identified the neighbouring Lord Street lands for the development of short-stay accommodation. The Western Australian Planning Commission has identified the Marshall Road lands as a planning investigation area, and will provide advice to government once that investigation has been completed. There is nothing occurring now that is inconsistent with the ''Whiteman Park Strategic Plan 2017–2021'', apart from the construction of a rail line. There are no current plans to change the metropolitan region scheme reservation in this area.
