HUAWEI — SECURITY

730. Hon PETER COLLIER to the Leader of the House representing the Premier:

I refer to national security concerns regarding Huawei.

(1) Has the Premier, his office or the Department of the Premier and Cabinet consulted national security agencies regarding the automatic train control system?

(2) If yes to (1), on what date or dates; and, if not, why not?

(3) Have any national security agencies raised any concerns regarding the automatic train control system?

(4) If yes to (3), what were the concerns?

Hon SUE ELLERY replied:

I thank the honourable member for some notice of the question.

(1)–(4) There has not yet been specific consultation with national security agencies on the automatic train control system because the ATC project, now retitled the high-capacity signalling project, is in the early stages of development. However, when Huawei and UGL were selected as the preferred proponent for the radio systems replacement project, the Department of the Premier and Cabinet sought further advice on 22 May 2018 from relevant commonwealth agencies before the contract was finalised. At this time, the potential future network use of the ATC was raised. The commonwealth Department of Home Affairs advised DPC that no issues had been identified that would prevent the radio systems replacement project from proceeding. The state government will keep the network's security measures under review. If the network's use does expand in the future to include ATC or high-capacity signalling, the government will seek advice on and incorporate additional security measures to protect the network.
