Parliamentary Questions

Question Without Notice No. 545 asked in the Legislative Council on 19 August 2021 by Hon Dr Steve Thomas

Parliament: 41 Session: 1

WASTEWATER — SECONDARY TREATMENT — COMPLIANCE

545. Hon Dr STEVE THOMAS to the minister representing the Minister for Health:

I refer to the registration and compliance of wastewater treatment systems in Western Australia and changes in this industry for secondary treatment standards for wastewater that require systems to be installed in Western Australia to be certified to AS 1546.3:2017 as per the minister's answer to question without notice 539 asked yesterday.

(1) How do Western Australian manufacturers gain certification to AS 1546.3:2017 for their products prior to installation?

(2) Does gaining certification require testing of the products?

(3) Can they access testing for that compliance in Western Australia?

(4) If no to (2), are border closures impacting on their ability to access testing elsewhere?

(5) If yes to (4), will the government now assist with the process to ensure WA businesses are not closed due to the impact of having no testing facility in WA and the border closures from COVID-19?

Hon STEPHEN DAWSON replied:

I thank the Leader of the Opposition for some notice of the question. The following answer is provided on behalf of the Minister for Health.

(1) Manufacturers wishing to gain AS 1546.3:2017 certification are required to have their products tested and certified by a standards-approved testing authority located either in Queensland or South Australia.

(2) Yes.

(3) No.

(4) Yes. Access to facilities in South Australia and Queensland now require additional logistical planning prior to and during testing.

(5) Manufacturers have been advised that systems certified to AS 1546.3 may be able to obtain an extension of their certification from the testing authority providing that there has been no substantial change to the system.
