CONTAINER DEPOSIT SCHEME —
REFUND POINTS
694. Hon MARTIN ALDRIDGE to the Minister for Environment:
I refer to the commencement of the
container deposit scheme in Western Australia on 1 October 2020.
(1) Of the
proposed 229 refund points set out in the minimum network standards for the
scheme operator, how many contracts, agreements or similar have been entered
into for service provision?
(2) Of those
identified in (1), can the minister please name the service provider for each
refund point that has been confirmed?
(3) How many
refund points are still subject to an expression of interest process and what
are their locations?
(4) Can the minister please identify the 172 refund
point locations that will be in operation from 1 October 2020?

I
thank the honourable member for some notice of the question. I make the point
at the outset that the Containers for Change scheme is being run by an
organisation called WA Return Recycle Renew Ltd. The information that the
member requires is not held by government. Nonetheless, I provide the following
response.
(1)–(4) The
minimum network standards are referenced in the Waste Avoidance and Resource
Recovery (Container Deposit Scheme) Regulations 2019 and require the scheme
coordinator to have a network of at least 172 refund points by 1 October 2020
and a minimum of 229 refund points within a year. I table a copy of the minimum network standards and
consultation summary, which includes indicative locations.
It is the responsibility of the
scheme coordinator, WA Return Recycle Renew Ltd, to enter into contracts with
network operators. Refund point operators and the location of refund points
will keep evolving until the launch on 1 October 2020. The final list of refund
point locations and operators is expected to be made available on the scheme
coordinator's website in September 2020. I released a media statement
in January this year that included the list of the operators selected to date
to operate the 145 initial refund points. I table the attached media statement.
