Parliamentary Questions

Question Without Notice No. 941 asked in the Legislative Council on 5 December 2017 by Hon Robin Chapple

Parliament: 40 Session: 1

ABORIGINAL CULTURAL MATERIAL COMMITTEE — APPOINTMENTS — EXPRESSIONS OF INTEREST
      941. Hon ROBIN CHAPPLE to the minister representing the Minister for Aboriginal Affairs:
I refer to the call by the Department of Planning, Lands and Heritage for expressions of interest to be appointed to the Aboriginal Cultural Material Committee, which were due on Friday, 1 December 2017.
      (1) Why is it a strict requirement for applicants to the ACMC to have a WA national police clearance to express interest in sitting on the committee?
      (2) Is the minister aware that the WA national police checks cost $52.60, require the applicant to hold at least one identity document at the time of application, and require the applicant to list all places of residence in the past five years, including the exact dates they began and ended residing at each of those places?
      (3) If the minister is serious about his desire to rethink the way that governments are ''removing Aboriginal people from contributing, or having any kind of voice in policies that have a direct impact on their lives'', as stated on IndigenousX, why is it so onerous for Aboriginal people to apply to have a voice on the ACMC, which, apart from the minister himself, is the only body for assessing whether Aboriginal heritage is important enough to be protected?
Hon STEPHEN DAWSON replied:
I thank the honourable member for some notice of the question.
      (1) The community expects that the people appointed to positions of trust on state government boards and committees have the appropriate skills, experience and qualities to fulfil the roles and responsibilities to the highest standards.
(2) Yes.
      (3) Any person with concerns about or encountering barriers to being considered for appointment to the Aboriginal Cultural Material Committee is welcome and encouraged to contact the Registrar of Aboriginal Sites at the Department of Planning, Lands and Heritage for assistance.
