representing the Premier:
I refer to the Premier's
response to question without notice 1078 asked on Wednesday, 14 October 2020.
(1) Do any other
criteria exist for the consideration of grants from Lotterywest other than
those identified on the Lotterywest website?
(2) If yes to (1), what are these
criteria?
(3) What checks
and balances exist to ensure that the processes for grant selection of
Lotterywest adhere to the act?
(4) Has the
Premier not approved any grant proposals submitted to him by the Lotterywest
board since 11 March 2020?
(5) Has the
Premier or any member of his staff had any discussions with any member of the
Lotterywest board about any submissions for grants from the Victory Life Church
in 2020?
(6) If yes to (5), who was involved
in these discussions and when did they take place?

I thank the honourable member for
some notice of the question.
(1) Yes.
(2) The criteria
are contained in the Community Investment Framework, as published in
Lotterywest's annual report and tabled in response to question without
notice 1056.
(3) Risks, controls and processes
are reviewed regularly through internal and external audit processes.
(4) Yes. The grant for the Royal Agricultural Society
for the 2020 Perth Royal Show was not approved because the decision to
cancel the show was made between the board's recommendation for approval
and the ministerial sign-off.
(5) No.
(6) Not applicable.
