PERTH AND PEEL STRATEGIC ASSESSMENT

342. Hon PETER COLLIER to the parliamentary secretary representing the Deputy Premier:

I ask this question on behalf of Hon Tjorn Sibma who is on urgent parliamentary business.

I refer to work undertaken by an independent panel since 2018 regarding the strategic assessment of the Perth and Peel regions, also known as the green growth plan, and to reports and reviews that this panel has subsequently provided to the government and the Deputy Premier.

(1) When did the government receive the panel's initial critical review of the ongoing costs, risks and benefits of the SAPPR, which apparently identifies three critical gateway issues?

(2) Can a copy of that report be tabled; and, if not, why not?

(3) When did the government direct the independent panel to undertake further work on these gateway issues and when did the panel present that report to the Deputy Premier?

(4) What were the findings and recommendations that the report referred to in (3)?

(5) Will the Deputy Premier table a copy of that report; and, if not, why not?

I thank the honourable member for some notice of the question.

(1)–(5) The initial report was received in October 2018, with further work requested in February 2019. The supplementary report was submitted in December 2019. As announced by the Premier on 26 March 2020, SAPPR is one of a number of initiatives that has been deferred indefinitely to allow the state government to continue to focus all efforts on responding to COVID-19. The findings and recommendations of the independent review of the strategic assessment of the Perth and Peel regions supplementary report is cabinet-in-confidence and is still subject to a deliberative process. A decision on tabling the report will be made at some time in the future.
