FINES, PENALTIES AND
INFRINGEMENT NOTICES ENFORCEMENT AMENDMENT BILL 2019 —WARRANTS OF
COMMITMENT
1514. Hon MICHAEL MISCHIN to the Leader of the House
representing the Attorney General:
I refer to the Fines, Penalties and
Infringement Notices Enforcement Amendment Bill 2019 and the provision
cancelling all warrants of commitment on the day after the bill receives royal
assent.
(1) Have any
instructions or policy or practice statements or guidelines been issued to
enforcement authorities regarding the issue of, or execution of warrants of
commitment for, fine default pending the expected passage of the bill?
(2) If yes to
(1), will the Attorney General table those documents?
(3) If
enforcement authorities have been instructed or advised to the effect that they
should not enforce fine default by the issue or execution of warrants of
commitment, what steps are being taken to ensure that there are consequences
for those who fail to pay their fines?
(4) Since the
issue of any such instructions or advice, has fine default increased or
decreased?
(5) If yes to
(4), will the Attorney General table the supporting evidence?
