WARMUN COMMUNITY REDEVELOPMENT — RALPH ADDIS

1485. Hon PETER COLLIER to the Minister for Regional Development:

I refer to the allegations of corruption against Mr Paul Whyte, former senior public servant of the Department of Communities.

(1) What was the relationship between Mr Addis as a member of the Warmun reconstruction task force with Paul Whyte and Grahame Searle?

(2) What direct or indirect dealings did Mr Addis have with Paul Whyte and Grahame Searle?

(3) What was the relationship between Mr Addis and Craig Dale and what direct or indirect dealings did he have with Mr Dale?

(4) Was Mr Addis ever in the employment of Stellar Corporate Solutions Pty Ltd?

Hon ALANNAH MacTIERNAN replied:

I thank the member for the question and I provide the following answer.

(1) Nil.

(2) I am advised that Mr Addis had a professional working relationship with Mr Whyte while Mr Whyte was acting director general of the Department of Regional Development from August 2014 to November 2014 via Mr Addis's role as chairman of the Kimberley Development Commission and as a member of the Regional Development Council. Mr Addis had a professional working relationship with Mr Searle via Mr Addis's role as CEO of the Wunan Foundation and then chairman of the KDC, both in relation to regional housing and transitional housing initiatives. Mr Addis had a professional relationship with both Mr Whyte and Mr Searle following Mr Addis's commencement with the public sector in 2014. In late 2015, Mr Searle was appointed to the position of program leader of the state services reform unit, which was administratively attached to the Department of Regional Development, and as a result, Mr Addis had a close professional relationship with Mr Searle and this program.

(3) As disclosed in the letter tabled yesterday, in 2011–12, Mr Ralph Addis as an employee of Warmun Community Inc had professional contact with Mr Craig Dale, who was the Department of Housing's project manager for the Warmun project. In 2011–12, Mr Addis was CEO of Warmun Community Inc when a decision was made by the community to engage Mr Dale to assist with business planning for a roadhouse project and for the project management of the airstrip upgrade. Between 2013 and 2014, after a move to Perth, Mr Addis was engaged as a part-time consultant for Stellar. I understand the projects worked on were not connected with Warmun.
