Question

I refer to the joint media release of the Premier and the Minister for Community Services issued on 16 June 2017, entitled Proactive approach to deliver better outcomes for vulnerable families, and I ask:

(a) with respect to the media statement's claim that there is about 1,500 service agreements between the Government and the community services sector, can the Government please specify the precise number of these agreements as of 30 September 2017; and
(b) can the Government provide the following information for each of the above service agreements:
(i) name of community services organisation party to the agreement;
(ii) purpose of the service agreement;
(iii) financial and/or in kind value of the service agreement;
(iv) any KPIs relevant to the operation of the service agreement;
(v) when the service agreement will expire; and
(vi) the department/agency responsible for managing the service agreement?

The media release of 16 June 2017 drew on information published in the Department of Treasury’s Sustainable Funding and Contracting with the Not-For-Profit Sector Initiative 2015 Evaluation Report (the Evaluation Report).

(a) Data provided to Treasury by agencies for the purpose of the Evaluation Report identifies that in 2015-16 there were 1,493 individual community service contracts in place. Data as of 30 September 2017 is not available. Considerable additional work would need to be undertaken with individual agencies to provide this information.

If the Member requires further information regarding a specific agreement, the Government will endeavour to answer it, subject to the availability of data and confidentiality concerns.
