Parliament: 40 Session: 1

CORRUPTION AND CRIME COMMISSION — NORTH METROPOLITAN HEALTH SERVICE —MISCONDUCT — RESEARCH FUNDS AUDIT

736. Hon COLIN TINCKNELL to the parliamentary secretary representing the Minister for Health:

I refer to the Corruption and Crime Commission report into corruption at the North Metropolitan Health Service.

(1) Can the Minister for Health confirm that the following research funding sources at the NMHS are regularly audited —

(a) Charlies Foundation for Research;

(b) the clinical staff education fund;

(c) the Ray Florence Shaw trust; and

(d) the Edith Marston bequest?

(2) If yes to (1), who are the funds audited by and how regularly?

(3) Can the minister confirm whether a central system for recording gifts and hospitality exists across health services?

(4) If no to (3), are there any plans to establish a central database for gifts and hospitality to ensure a coordinated approach, increased transparency and better monitoring?

Hon ALANNA CLOHESY replied:

I thank the honourable member for some notice of the question. I am advised of the following.

(1) (a) Charlies Foundation for Research is a separate entity and is not within the jurisdiction of the North Metropolitan Health Service.

(b)–(c) The clinical staff education fund and Ray Florence Shaw trust are audited as part of the North Metropolitan Health Service financial audit.

(d) Further inquiries will be made regarding the Edith Marston bequest and an answer provided to the member as soon as possible.

(2) In respect of questions (1)(b) and (c), the North Metropolitan Health Service financial audit is undertaken annually by the Office of the Auditor General.

(3) Gift registers are maintained by each health service provider and the Department of Health.

(4) Work is already underway to establish a central database.
