I refer to the minister's answer to my question
without notice 212 asked yesterday regarding the briefing that the Premier and
the minister received from the chairman of the Environmental Protection Authority,
and I quote —
I would have to go back and check
my notes in relation to the meeting, but certainly we did get a high-level
briefing on 21 February in terms of the detail; I will check my notes.
(1) Has the
minister now had the time to check his notes; and, if so, can he confirm that
he was briefed on the EPA's proposal relating to offsets for projects
with over 100 000 tonnes of carbon dioxide equivalent per annum?
(2) Will the minister now table those notes; and, if not, why
not?
(3) Who was present at the briefing?
(4) What other matters were also discussed at this briefing?

I thank the Leader of the Opposition for some notice of the
question.

The chairperson of the EPA gave a high-level verbal briefing on 21 February
2019 regarding the EPA's revised guidance on greenhouse gas emissions.
Present at the briefing was the Premier, Mark McGowan, the deputy chief of staff and principal policy adviser to the Premier,
the executive director of EPA Services, and my chief of staff, principal
policy adviser and senior policy adviser. I have now checked with my office and
can confirm that neither I nor my staff took notes at the meeting. The
guidelines were not finalised at that time, and so the information was
presented at a very high level and did not go into the detail of how they would
be applied. No matters other than the revised guidance on greenhouse gas
emissions were discussed at this briefing.
