LINK — SOIL CONTAMINATION
854. Hon Dr STEVE THOMAS to the minister representing the
Minister for Transport:
I refer to soil excavated from the
Forrestfield–Airport Link project, and the lack of specific answers to
my questions without notice 835 and 816, asked yesterday and the day before, on
FAL soil transported by the Public Transport Authority from 777 Abernethy Road,
Forrestfield, to the Kenwick rail freight facility project.
(1) Exactly how
many metres is the distance between FAL soil placed at the Kenwick rail freight
facility project site and Woodlupine Brook?
(2) Exactly how
many metres is the distance between FAL soil placed at the Kenwick rail freight
facility project site and any surface water body or wetland area?
(3) Was the
producer of the PFAS-contaminated material deposited on
lot 777 Abernethy Road, Forrestfield, the Salini Impregilo–NRW Joint
Venture; and, if not, who was the legal producer of the material?
(4) Exactly what
amount of money was paid by the Public Transport Authority for the FAL excess
fill material contaminated with PFAS to be transported to each of the NorthLink
WA project and the Kenwick rail freight facility project to be used as
engineered backfill?
(5) In each of
those projects, who is the legally identified recipient noted in the minister's
answer to my question yesterday, and how much did each pay for the fill
material?
(6) Will the
minister please provide the receipt evidence of those payments and the
consignment notes or equivalent for the soil shipments they relate to?

I thank the honourable member for
some notice of the question.
Honourable member, the question I have
refers to question without notice number ''XXX'' and 816, so I presume
that they have answered it as per what you said. I point that out just in case.

Yesterday and the day before should cover it.
Hon STEPHEN DAWSON: Sure. I have
just seen it now.
The following information is
provided on behalf of the Minister for Transport.
(1) Forrestfield–Airport
Link soil placed at the Kenwick rail freight facility project site is a minimum
of 180 metres from Woodlupine Brook.
(2) The closest
surface water body to the Kenwick rail freight facility project site is Yule
Brook. FAL soil placed at the Kenwick rail freight facility project site is a minimum
of 450 metres from Yule Brook. The closest wetland area to the Kenwick rail
freight facility project site is the Brixton Street wetlands. FAL soil placed
at the Kenwick rail freight facility project site is a minimum of 650 metres
from the Brixton Street wetlands.
(3) The legal
producer of the material deposited on lot 777 Abernethy Road, which has low
levels of PFAS that are comparable to the levels present in soils in most urban
areas around the world, including Australia, is the state through the Public
Transport Authority.
(4) At the
completion of these earthworks, the PTA will have contributed $250 000 towards
the transport of fill material to the NorthLink WA project and $2 million
towards the transport of fill material to the Kenwick rail freight facility
project.
(5)–(6) For
the NorthLink WA project, the legally identified recipient of the fill material
was Main Roads WA. The PTA understands that the amount paid by Main Roads WA's
contractor was in the order of $200 000. For the Kenwick rail freight facility
project, the legally identified recipient is the PTA.
