I refer to the City of Joondalup
draft scheme amendment 5.
(1) When did the
Statutory Planning Committee of the Western Australian Planning Commission
consider the scheme amendment and what was its decision?
(2) When did the
WAPC provide the minister with a brief regarding the scheme amendment and what
is its recommendation?
(3) What is the
nature of the WAPC's engagement with the City of Joondalup for
finalising the scheme amendment?
(4) When does the minister expect
to approve the scheme amendment?

I thank the honourable member for
some notice of the question.
(1)–(4) The
Statutory Planning Committee considered the amendment on 27 October 2020 and
resolved to provide a recommendation to the Minister for Planning. The SPC's
recommendation was informed by engagement
between officers of the Department of Planning, Lands and Heritage and the City
of Joondalup. Every government has always treated recommendations for
local planning scheme amendments confidentially to avoid decisions of the
Minister for Planning being pre-empted or unduly influenced. Once the minister
has made a final decision on this amendment, the minister will release
information on that decision.
